The job of the head of the police is not to admit the faults.
His job is to smooth out the anger and critics, which is not easy.  Therefore he get paid a lot.

I understand that but I do hope he can also make sure his police do not do the same thing again.

I agreed. This is so bad.

it's not easy to avoid.

It's natural to hire "TYPE A" people in the police force.  and "Type A" people are prone to this kind of problems.  It's like saying, let's hire cowboys to be police, but let's hope all the cowboys behave.

on the flip side, if they don't hire "Type A" people then they will not be effective when needed either.

(same logic applies to the army. Look at what the US troops did in Iraq.  Look at how US government defend their troops when they did horrible things!)

It's a dilemma.

does that mean we need smarter Type A cops.
or we should try our best not to look like a criminal.

So doesn't matter what his boys do, he should cover them up? That's the problem. It's a mentality problem, that law enforcement should look out for each other's back. That's out right corruption.

I'm not gonna say whose fault it is, cuz I simply don't know enough. But when they initially come out and just try to put a very preliminary conclusion to it by saying that dude resisted arrest, that's out right ridiculous.

Do it big, we need to have the system changed to have more accountability so that the cops actually have incentive, (or penalty otherwise) to do the job of protecting the citizen and keeping peace. Not to wage war against criminals with the average joe becoming collateral damage. And they have to realize that they are not above the law, nor do they have 'power' over the people so they can do whatever they want that pleases their ego.

Type A ppl are fine if the system is designed to keep them in check. Even worse, the system and the status quo actually try to cover and hide their mistakes... The average joe suffers as a result.
