For third year in a row, you need a permit to set off your bottle rockets and whiz-bangs. The permits are free, but you have to be over 19 to get one.

To get the permit, you will have to write an online test and show your permit when you go to buy your fireworks.

Vancouver Fire Captain Gabe Roder says the new rules are actually working. "In 2007, we had about $1.3 million in damage. In 2008, we had about $500,000 in damage and last year, even though we had a substantial number of what we would call nuisance fires, we were down to $50,000 in damage."

In Vancouver, fireworks can be bought from October 25th to 31st, but they can only be set off on Halloween night.
