Is it because there is left over money from the 2010 game therefore we have free event in downtown and Richmond?

I didn't see any advertisments on free event in Richmond....  I didn't make it Sat night to see the medals because of my stomach problem.

I believe the free events have nothing to do with left over money.  It's just an anniversary thing.
