Look at the card agreement, usually the cost is the mid-market rate + 2.5%. It is also called the spread, almost all banks charge the similar rate at retail level.

As far as I know, all Canadian credit cards have this Foreign Currency charge.  In the US, you can still find cards that don't have this fee.

PayPal is pretty bad and I have a US bank account and spening USD is never a problem for me at least. My debit Visa works anyways.
