English Class in Vancouver (free?) one, English, classes, wonder, friend

I heard from parent's friend that there are English class funded by the government.
When I asked them where they find it.. they can't even answer me. ERrrr.... okie..

I looked up VSB and VCC and I'm lost. -_-"
Some of the courses are free to new immigrants but not free for Canadian citizens.
VCC have English courses that requires assessment tests and fee.


Does anyone know about these free English class?

I wonder if it's just English classes to learn English
or.... a program to help one finish elementary school/highschool curriculum.
