you can try complain to the city.
my neighbour across the street has a few junks parked on the driveway, the other neighbour writes to the city and city serve a registered complain letter to this guy and sent a city worker to come take some pics as evidence.
i hav neighbours that have party late at nite a lot during Fridays and weeknite........apparently they are a group of h.k guyz...who swears really loudly, plays their music in full volume and smoke weed from around 1130pm to late 3am...~~ I have yet to discover which flat they live on (i live in apartment)........but its reli disturbing..........I dont get how these ppl can neglect other peoples' resting time..................
I thought about shouting out the window to tell them 'shut the fxxk up'.........but never did.. *s igh*
i did it once, they ignore me
the conversation is that the worker told me to complain to the that owner everyday
and i don' t think that work. the owner can police to complain that i go to his house to complain useless things
i do wnat to see this happen

Could you give us more detail? Which department do you write to??
My neighbour's dog starts barking since 6am every morning... especially in garbage collection day. And i have no idea now to complain... thanks!
