I usually start out with yahoo hotel search, then expedia, and check out the site directly!

I stayed at Red Lion in Vancouver, WA which is rite by Portland for a very good price last time, and it includes some decent breakfast compare to other smaller motels

If you like shopping, there's a inn (sorry, not hotel) called Phoenix Inn right across the Washington Square.  The rooms are clean. It has breakfast included and I remember it has a little fitness room too.  The rate is under 100US per night (include tax).
