距國慶7天保安史上最嚴

【明報專訊】距離國慶只有7天，北京保安措施將達到來有史以來的最高級別﹕北京公共場所將沒有個人空間和私隱，連被認為屬私人空間之的士車廂，都悄然安裝了微型監聽器。市民和遊客在不知情下，其私人談話可能已被有關部門監聽。據悉，這項政策去年奧運期間曾局部實行，現已擴至國慶期間全市實行，多數的士乘客都認為這是「侵犯了人權」。

此外，北京的客流預警系統前日在西單首次運作，公開理由是「防止發生人群踐踏」，但實際是監控人群聚集，以防突發事件。

車內裝GPS連咪接通公安局

北京的士司機以愛好談論政治而聞名全國，也是內地小道消息的重要來源。不過，記者近期在北京乘搭的士時發現，隨國慶臨近，愛聊天的北京的士司機卻日趨沉默，即使熟絡的司機，也以「莫談國事」來避談政治。記者經調查得知，原來是裝在車廂頂的兩個「小東西」作怪。

目前，北京每輛的士車內都裝有微型監聽咪，它與一個能透過衛星跟蹤的士方位的GPS全球定位系統相連，直通北京市公安局情報信息中心。這些原本用來保護司機安全的微型咪還有用途，便是用來遠距離監聽的士車內的談話。北京的士司機之間曾流傳一個小笑話﹕一個司機開車行走長安街時遇到交通管制塞車，他因此向搭客發牢騷，大罵領導人好大喜功，勞民傷財，結果開了不到10分鐘還未駛出長安街，已被公安截停，要他「交代問題」。據說這是北京警方的功能測試，這名倒楣的司機成了測試成功的第一個犧牲品。

市民遊客多不知情﹕太過分

本報記者昨在北京多個中心城區調查發現，大部分北京市民和遊客不知道的士車廂安裝監聽器，但普遍持反對態度。在國貿地鐵站附近，一對剛下的士的年輕情侶聽到記者提問後驚訝地說，「難道我們談話都被有關部門偷聽到了？這也太過分了！」

雖然北京保安專家表示，有關部門不太可能監聽車中所有對話，但北京多數司機和乘客還是對這類裝置表示擔憂，一些的士業者私下表示，奧運期間，部分的士安裝微型監聽咪曾引起國際風波，經過一年試驗評估，這一做法，在今年國慶期間，將擴展至全市所有7萬輛的士。

記者向北京市公安局查詢，警方是否監聽的士車廂裏的對話，當值警員拒絕置評，指這類事情屬保密，按規定不能向公眾透露細節。北京多家的士公司職員則向記者強調，安裝微型咪是為了保護司機的人身安全。

此外，有消息稱，北京警方日前招募逾萬的士司機當「國慶治安情報員」，如能提供可靠線索導致破案，最高可獲50萬元人民幣獎勵。警方選擇的士司機是任「情報員」，因為他們活動範圍廣泛，易遇到各色人等。

另據《新京報》報道，北京首個客流預警系統「西單客流預警系統」前日啟用，將對西單地區天橋、商場、地鐵站、公交站4類場所進行人群密度測試，防範發生人踩人事故。西城區有關部門負責人稱，監控系統目前設有19個資料獲取點，其中8個集中在西單路口附近，10．1後將向西單北大街擴展，屆時將達40個。

較早前，官方傳媒報道，北京地鐵內的閉路電視將升級增加錄音功能。根據官方規定，地鐵內的視頻監控系統須加裝「音頻採集器」，一旦遇到突發事件，警方調取資料後，可還原現場「原音」。

【明報專訊】國慶臨近，北京嚴格控制天空中飛行物，鴿子、風箏都禁止。公安規定，只要空中出現可疑飛行物，放飛者將受懲處。一名家住朝陽區富華家園的市民，日前放飛養鴿，結果大批公安臨門，鴿主被刑事拘留多日。

北京市日前下達禁飛令，以天安門廣場為中心的200公里半徑範圍內，嚴禁各類飛行活動。在此區域內，即使是為「慶祝國慶60周年活動」所使用的小型航空器或飛行器，亦要申請。

10月8日凌晨前，京城市民養的白鴿都得關在籠內，一切涉及鴿子的活動都取消；除被徵召參加「國慶放飛」的白鴿，其餘都得關在籠內。

禁用氣球買模型機要登記

與此同時，公安對於舉辦慶典、促銷、婚慶等活動使用的各類氣球亦明令禁止。售賣飛機模型的商店也受影響，除要對顧客進行「禁飛宣傳」，還要登記顧客資料，及時把名單通報公安局。

此外，國慶慶典新聞中心對發放的記者證件採訪範圍亦有限制，規定使用範圍只限於新聞中心及所組織的參觀採訪，閱兵的遊行和煙花晚會則要另外辦證。而去年北京奧運期間，記者證的使用卻無此種限制。

周永康﹕首都穩定壓倒一切

【明報專訊】國慶60年慶典進入倒數一星期，中共中央政治局常委、中央政法委書記周永康昨在北京、河北檢查環京安保的「護城河」工程。他重申，首都穩定是「壓倒一切任務」，消防人員在國慶前後48小時進入全員臨戰狀態，以GPS衛星定位系統監控天安門廣場及長安街附近區域，火警發生，即啟動數碼化滅火方案。

新華社報道，周永康視察時強調，維護北京穩定、確保國慶活動安全順利是「當前壓倒一切的政治任務」，要加強對通往北京的水源、輸電線路、油氣管道、通訊光纜的巡查守護，保安措施要落實到「每台車、每件物、每個經過人士」。他還要求環京各地要進一步建好安全屏障，把各種不穩定不安全因素在當地化解，「以全國各地的穩定確保首都穩定，以首都的穩定確保國慶各項活動安全順利進行」。

在各地去北京上訪的民眾，河北省幾乎是必經之路，周永康前日下午到河北涿州公安檢查站，登上一輛巴士詢問乘客們從哪裏來，等待的時間長不長等。

他說，國慶安全檢查給大家帶來了一些不便，「這是為了國家的安全，也是為了大家的安全，希望你們多理解多配合」。

天安門400條街GPS監控

此外，現時天安門一帶長安街沿線消防安全重點單位，經已安裝遠程監控系統，100多幢重點建築物、400多條主要街道以及相關車輛的活動情，都可通過GPS衛星定位系統，傳送到北京市消防局，進行24小時數碼化監控。

This is utterly ridiculous. Just since when did you ever see a Canada Day where Ottawa is completely locked down? Even during 9.11, neither Washington, DC nor NYC employed measures as extreme as this.

All of this begs the question -- what is the CCP so afraid of? I won't even bother asking about human rights, freedom, and privacy because I already know they mean shxt in the eye of the CCP.

It looks like very strict in China, but even the US/Canada government can hook any phone calls any time.

In Washington DC, even today, any planes taking off from the airport need to turn to the correct direction, instead of towards the White House or the Capitol Hill, otherwise fighter jets will intercept. Considering the recent Xinjiang trouble makers, maybe they think it s necessary to take these measures.

Of course, the citizens' human rights mean shxt to the CCP. On the other hand, you never see the leaders' human rights being violated in the same way.

We have to understand that, the system is meant to protect the cab drivers. When the cab driver feels he is in danger and calls the police by pressing a button, only then will the system be activated to capture the conversation inside the cab.

好簡單嘅一個問題：安裝 CCTV（係閉路電視，而唔係河蟹中央台）背後嘅目的係乜野呢？響倫敦，政府話個目的係防止罪案、保安理由，所以我可以接受。但響天安門，你話中央無監控人民同製造白色恐怖嘅成份我就點都唔信。若非如此，點解啲的士佬大哥會全部特然唔敢出聲講政治野？我響倫敦個閉路電視前面舉牌小 Gordon Brown 會有咩後果？我響天安門個閉路電視前面舉牌小毛賊嘅話又會有咩後果？

可以接受與否，其實一字咁淺。當然，班五毛契弟又會扮到視而不見。
