大溫停車稅狂飆加稅上稅

大溫交通局（Translink）對停車場停車費徵收的消費稅，稅率自元月1日起從7%飆漲到21%，不少消費者毫不知情，甚至媒體也是當天才確定，在此之上還要課徵兩級政府的消費稅，形成「稅上稅」的值得爭議現象，整體稅率將超過35%。

雖然大溫交通局在其「財務補充方案」於去年10月23日獲「地區運輸市長理事會」通過後，即透露擬把「停車消費稅」（Parking Sales Tax）原來的稅率調漲至兩倍（14%）或三倍（21%），但未定日期，媒體亦鮮少報導。

省府12月初修改法規，容許交通局最高可把此項稅率調高至21%，不少消費者昨天才發覺停車費突然飆漲。

媒體昨天更確認還有「稅上稅」的現象，也就是停車費加了21%消費稅後，再在此之上加徵5%聯邦貨品服務稅（GST），而今年7月1日統一銷售稅（HST）實施後，5%的GST變為12%的HST，整體稅率達35.52%。

以10元停車費為例，加上停車消費稅後為12.1元，再在12.1元之上（而非原停車費10元之上）課徵5%GST，即0.605元，總額為12.705元，稅率為27.05%。

而7月1日之後，5%的GST變為12%的HST，即12.1元之上加徵1.452元，總額13.552元，稅率35.52%。

一直對此稅徵收辦法窮追不捨的「溫哥華太陽報」財經專欄作家卡約（Don Cayo）昨天在溫哥華國際機場停車，收到付款收據後發現「稅上稅」現象，經查證，此確為新稅課徵辦法。

令卡約最為不滿的是，原為7%的「停車消費稅」原來等同於「省銷售稅」（PST），但財政廳長韓仕新上月初悄悄修改法規，將其「正名」為「大眾運輸稅」（Transit Tax），並容許交通局將其稅率最高調至21%。

這表示此一稅項不再是PST，7月1日PST併入HST後，便可再向停車費及停車稅再徵此合併後的7%PST。

至於GST或HST在停車費加上停車稅後再課徵，而不是只向原來的停車費課徵，財政廳官員解釋，「大眾運輸稅」也是一種消費稅，根據聯邦的「消費稅法案」（Excise Tax Act），若一種消費稅的稅率（大眾運輸稅為21%）較省銷售稅的稅率（日後HST為12%）高出4個百分點或以上，便要採取這種「稅上稅」課徵辦法。

對於付月費長期租用停車場的民眾來說，特別是市中心上班族，此次停車消費稅的調漲打擊不小。

大溫主要停車場業者之一的Impark，據其業務開發副總裁瓊斯（Julian Jones）透露，付月費的顧客達2萬人。可見稅率調漲的打擊既深且廣。

直到現在都不明白 Translink 區區一家公共運輸系統的公司，竟然可以壟斷停車場等業務，而且連 ICBC 保費亦要參一腳，究竟 BC 財政部已經是 Translink 的管轄范圍

One person definitely take skytrain to YVR is cheapest...but a few people... would be more expensive than parking la...
I think now the extra fare for the YVR line is in effect?

this is insane. why is public transportion service provider charging more to car owner. but not improving their service. if their service is better, many ppl wont drive. and they just spend money like there is no tmr.
the bus lane on No. 3rd richmond is perfect example. they build that stupid bus lane and dont use it much than destory it and build that stupid skytrain.
