It is cruel .. but it also make sense, if the shoot the plane in the middle of air, less damage then the plane hit to city ...

if the plane hits a building, there will be additional 100+ dead people. so pilot should thanks that he has a chance to save 100+ life.

if the plane is not shot down...not only the ppl in the plane will die...also the ppl at where the plane will crash will also die
