It's stupid tho. Having an acc let you buy Apps, but you won't expect that you'd be able to keep this Acc forever. The owner can easily contact Apple, change the pwd, and one'd have lost the account back to the owner, along with all the stuff purchased....
The only entities that benefits from this is the hacker and Apple... The end buyer of the account is gonna lose out on 30 RMB for buying nothing, and the guy getting it stolen is getting $30 worth of stuff he/she dont' want...
