Don't know about "romantic" view restaurants.... for out of town visitors, my usual picks of view restaurants are: Grouse Mountain, The Salmon House, Teahouse in Stanley Park

In addition to the places that other have already mentioned:

1) Stone Grill (under Granville Bridge)
2) Boathouse @ Horseshoe Bay
3) Cardero's (@ Coal Harbour)

Obviously, you'd need to book a window seat la.
