No constitutional / political reforms can be made at all, since the cripple procedure requires Grandfather to pre-approve any proposal and subsequently review it again before it can be enacted. Politically, HK's future is dead.

- revive the construction of 居屋 and expand 公屋 programs
- repurchase / nationalize the various underwater tunnels
- halt the high speed rail project and order a full review on site location, environment impact, traffic and logistic impact, etc. This will most certain piss Grandfather off.
- re-purchase the administration / operations right of 領匯
- infuse sizable sums into the public healthcare programs and elderly support programs
- put some real efforts into re-starting athletic training programs. But this must be done in conjunction with educational reforms that focus less on exams and more on overall children development
- produce a real 國情教育 program that talks about true Chinese history instead of only focusing on the success of the CCP
- make a high profile appearance in attending the 6.4 memorial in support of it

These are just a few selected topics that I have immediately off the top of my head. I'm sure I can come up with way more if I put some thoughts into it.

Goal: To establish a more affordable and sustainable housing system in HK (esp. for middle class and the low income), lower pollution, increase the communication between the government and the general public (esp. with the youth), activate and renew old sector of the society... etc.

Key actions:
- re-start HOS housing and increase the income ceiling for those applicants applying for public housing
- issue more traffic allowance for concessions/low incomes/youths/students
- re-purchase the ownership (just the ownership) of those 3 undersea tunnels
- have a tighter air pollution standard - retire old vehicles which do not satifsy the new rules. May consider tax credit to support the exchange.
- in certain areas, re-allow registered street-vendors.
- bring in sales tax (very controversy I know...)
- increase the charge for built-but-not-sold apartment units, income directed to support public housing
- increase the charge for sold-but-not-developed lands, can allow certain times of extension with some limits applied.
- in order to increase the involvement and interactive relationships with the public, will attend public inquiry sections every quarter in locations randomly picked by the council.
- build more multipurpose community centres and sport centres (require good planning)

This is difficult because traditionally, HK's strength lies in its finance sector and in its well-established judiciary system. To a lesser extend, knowledge-based industries might also stand a good chance of succeeding, any manufacturing related to this knowledge-based industries would have to be moved elsewhere (most likely SE China). But at that point, you run the risk of having the item copied.

With limited space, it is difficult for a lot of industries to develop.

Did you have something a little more specific in mind?

Three things come into my mind.

1)        Establishing the road map for getting rid of functional groups and realizing general election in 10 ~ 15 years. Some people will think it takes too long. For me, it is an acceptable time frame.

2)        Establishing a system to provide affordable housing to HK citizens with the injunction of creating new economies (or diversifying HK industries). I will not support it if the policy is implemented solely.
a)        Restart building public housing
b)        Restricting foreign hot money to flow into real estate market and limit foreigners’ purchasing of HK real estate (HK government may not want to do this since it will damage HK’s reputation as an international metropolis and a free market)
c)        Increase land supplies strictly for affordable housing projects
d)        Increase levy on luxury apartment projects and unit transfer

3)        Invest in developing new economies and set up policies to attract investments both domestically and internationally into these new industries. (Singapore is doing pretty good at it. Many HK people worry about Shanghai is taking over HK as a world finance center. In my opinion, I would rather watch out for Singapore instead of Shanghai.) Establish systems to get average worker Joe to be retrained so that they can get a higher pay job in those new industries.

BS. The 10 year phase out period of functional constituencies is already in the work, and the plan already been criticized to shreds, and your retarded plan takes even longer than the current proposal. Why put up with functional constituency for up another 15 years when they already serve the general public zero purpose? At the moment, their sole purpose of existence is to serve those who already receive major benefits from government policies and continue to protect their interests.

Why does the two need to be tied? Associating the two together serves no real purpose.
b)        Restricting foreign hot money to flow into real estate market and limit foreigners’ purchasing of HK real estate (HK government may not want to do this since it will damage HK’s reputation as an international metropolis and a free market)

Depending on how it is done, this is not necessarily a bad policy. I don't like the term "restrict" because it implies government control, but if it is simply done in terms of some sort of percentage-based levy / tax based on transaction values, then I can see it being viable.
c)        Increase land supplies strictly for affordable housing projects

Commercial developers will not have too much interest in this because there is far less money to be made. What the government could do is to borrow a page out of the US gov in their CAFE ratings, and require developers to build a minimum number of affordable housing projects for every certain number of luxury projects. That way, legislation will ensure there are enough affordable housing units around.
3)        Invest in developing new economies and set up policies to attract investments both domestically and internationally into these new industries. (Singapore is doing pretty good at it. Many HK people worry about Shanghai is taking over HK as a world finance center. In my opinion, I would rather watch out for Singapore instead of Shanghai.) Since the LMD years, the SAR government has continually been trying to do this and the result has been crystal clear to everyone. All the talk of different industries only resulted in mega real estate projects that only made the big developers even more wealthy. So how do you intend to be different? Last but not least, re-training is no easy feat, and there will always be those who can't made the grade. How do you intend to help them?

If I am 特首, 係咁既制度, 權力係由北京授權, 出糧係市民, 立法會泛民唔可以親近(因阿爺唔LIKE), 建制隨時反骨, 四方八面不討好咁既情況下...

目標係做夠四年,四年內不過不失,四年後拍拍屁股北上安坐人大, 食長糧.

短期:先派好錢. 擱置所有爭議. 搵幾個代罪羔羊, 再將事件在控制範圍內發大, 轉移視線. 先降溫.  唔得既話, 密會楊生, 令其旗下女星緋聞爆光, 霸佔報紙所有板面。 

長期:以漢初政策-- 無為而治為主. 唔好得罪阿爺, 又唔好激嬲市民, 重大或富爭議性政策一概以三不政策對應. 三不者: 不提出,不設立場,不立法. 如果真係要討論, 成立委員會, 資訊市民廣泛討論幾年. 所有問題留俾下一任.  同財閥打好關係, 任內不偏不倚, 任由市場(財閥)主導. 為任後打好基礎, 控制下屬任後去向(痛腳). 以免日後失權被人秋後算帳.
治港理念: 一句講晒,  不過不失為自己

#1)        If you can realize general election next year, GREAT! I have no complain about that. But, to me, 10 years is an acceptable time frame, but 15 years is more practically realistic. Let’s see what it actually takes.

#2)        Why do I insist on the providing of affordable housing should be injunction with the development of new economies? It is because I think it is more viable and possible. Reasons? Read what I already said.

#3)        The details of policies of increasing land supplies for affordable housing is beyond my capabilities of discussion. I don’t know what will work or will not work in Hong Kong.

#4)        Ask yourself this question – does the failure of trying to developing new industries conclude it is a wrong idea or it is a right idea but was wrongly executed? Singapore has been taking this direction. Are they stupid? (btw, I am suspicious whether you are confused by the word – “industry”. Manufacturing is only a type of industries. Filming is also an industry, for example.)

10 years may be the best after compromising with CCP... I understand what Lik's anger, but to be honest, HK has wasted too much valuable time on some minor political talks. It's time to be practical to move forward... 人生有幾多個十年??

But the first criteria is, there ought to be a time frame with solid promise. I don't want another generation gets ruined again, they should have a better HK dream... Let them see hope, not just dreaming...

The spirit of HK (creativity, freedom insist, harmony), shall return, and shine...

To me, general election is not an pressing issue compare to affordable housing . I can wait for another additional 10 years to exchange for the problem of affordable housing can be resolved and  HK can established other high value industries so that the average income level of HK people can be increased.

你呢個做法,其實同當奴完全無分別,一樣幫唔到香港人。講得好聽就係社會和諧,講得唔好聽,就係縮骨兼乜撚正經野都唔做。

一開始我就已經講,特首要做任何憲法、政制嘅事其實都無能力,因為做乜都要通過5步曲來等阿爺批完再批,而阿爺就一定唔會俾你香港搞自由民主野。阿爺一直嘅做法都係一路拖,一路不斷泵人來同化你,到時你就自己不攻自破。所以香港人(包括特首)最應該做嘅就係頂住阿爺,保住香港本土意識,再 inspire 內地,接辛亥革命之時「國家顛覆基地」嘅重任令到內地嘅民主自由意識深入民心。

老董當年當然係做得衰,而我當然知道工業並唔代表製造業,製造業只係其中一個 example。但實際上要搞新工業有好大難度。

講過好多次,香港嘅強項係智識型經濟,而且人工比鄰近地方貴,所以人工方面已經輸蝕咗一截。而且香港人整體搵錢嘅心態比較急功近利同短視,一心最想亦最鍾意搵快錢,長線嘅投資比較難做得成。呢樣野係香港人性格上嘅缺陷,本性嘅野好難改。

響西方世界,要拓展新工業其實通常都係靠人民自己嘅創意來 think out of the box,去做啲新嘅,以前無人做過嘅野。但香港人雖然話頭醒尾轉數快,而且創意唔係無,但就通常都用晒落去啲小聰明嘅事之上。但目前來講,就算你只係想租個舖來搞野,淨係交租都交死你。想去租工廈來搞咩?做咗少則三幾個月,長則一兩年,之後政府又走來搞你話要地區重建,趕走晒社區原本嘅人,起好新地方之後就只係益晒發展商。咁你新工業又去做屁咩?

就係咁,所以我先至話響香港要搞新工業難。人地新加坡個政府就真係強政勵治,重要識得吸晒啲精英入局去為國家做野喇~ 香港政府入面嘅精英?有料如毓民、民主余女神等等就俾人打壓同設局來牽制,而本來回歸前全世界最有效率嘅公務員班子就經過15年嘅催殘而搞到得返個英年早逝條條Fing之流來領導,咁又有乜鬼野精英?有都去咗自己搵水啦?仲要幫你政府搞工業喎?

係架. 呢個制度下, 既然無可能有改變, 幫唔到大眾, 咪要幫自己. 仲要同自己講, 如果俾著其他人, 會更差. 我算好架啦.

我既倣法比無目標既打好呢份工, 搞親疏布別 更加有清晰既目標及長短期做法.


所以, 要改變唯有革命, 但標題係"做特首", 咁身為特首無可能革自己架麻. 唔通帶領香港革阿爺條命咩..  諗下,都係出路. 反正香港以前都係輸出革命.

Yes, I was thinking more along the line of knowledge-based industries. I don't feel that this would need a lot of space, since it is really different from manufacturing (which requires factory); and it would be prefect for HK.

A few areas I have in mind:
1. arts
2. biotechnology
3. information technology
4. design / architecture
5. culinary

老董都好勉強可以算佢係悲劇英雄,因為最少佢老人家都真係有個心想為香港好,只不過佢個人實在係太蠢,而且仲要啱啱預着沙士、禽流、亞洲金融風暴,真係神仙都未必有計...

其實做特首真係吃力不討好, 人工又唔係好高, 有能力既人如果有腦既話, 真係唔會去打份咁既工. 出得黎選既人, 都應該有抱負, 有為香港貢獻既心.

對於一個基層市民來講, 特首既人工當然係高.
但一個有咁既qualification 既人, o係商界絕對可以搵到高人工好多既工作. 最大問題做左特首之後, 再出黎撈就更困難, 你估咁多公司願意聘請前任特首咩, 太多政治考慮了.

好老實, 我真係覺得特首既人工唔算高, 因為佢呢個post 絕對唔係一般人頂得住, 簡直係厭惡性行業.

我一直都覺得美國總統人工係非常低, 咁唔代表人工高過佢既就係高law.

如果無記錯,美國總統嘅薪酬已經係西方世界裡面最高。而香港特首嘅年薪更好似係接近HKD$400萬。特別係以Bowtie曾呢啲乜撚野都唔撚做嘅隱形特首,咁就俾佢袋咗香港人咁撚多錢,咁都唔叫做人工高。

我話係你先至係越來越似Peter同班擦鞋精就真。

400萬港幣一年真係好多咩?... 我真係唔覺得咁就叫做袋咗香港人咁撚多錢... 小弟識人搵得多過呢個數.
小弟一向都覺得要搵錢既話, 就唔好去做呢d 吃力不討好既公職, 一定比人diu 之餘又唔係賺得多, 仲要出面好多時都搵得多過呢個數, 呢d 唔叫做貼錢買爛壽既話可以叫乜? 唯一可能性係佢地真係有心貢獻香港社會而已.

力兄, 小弟自問唔係一個乜野擦鞋精, 更唔明o係網上擦鞋仲乜鬼. 網上大把牛鬼蛇神以斬殺擦鞋精為榮, 好人好姐做乜要比人斬? 你靜下來諗下自己既行為有冇針對人好過啦, 頭腦清晰d, 諗野都可以全面d, 希望你仲聽得入耳啦.
