8‧2美國乾塘？
美國總統奧巴馬接過前任留下的經濟爛攤子後，非但未能改變國家靠舉債度日的命運，反而要進一步提高發債上限以解燃眉之急。他上周一連五日與共和、民主兩黨國會領袖展開馬拉松式磋商，卻遭共和黨層層阻撓。眼見國家財政將於八月二日「乾塘」，奧巴馬改向人民求救，呼籲每個美國人都出一份力，迫使共和黨讓步。
奧巴馬前日發表每周廣播演說，再次公開表示願意在提高債務上限的議題跟共和黨妥協。他又對選民說：「你們把我們送到華盛頓，就是要做艱難的事、正確的事。」奧巴馬要求所有美國人拋開個人利益，擔起一份責任，促成議案通過，又強調最富裕的一群必須付出應負的一份。白宮顧問普盧夫（David Plouffe）亦為奧巴馬護航，批評共和黨絲毫不願讓步，犧牲了中產、老人和財困民眾的利益。

共和黨斥只想加稅
雖然奧巴馬一再表示「我們已經快沒時間了」，但共和黨不為所動。該黨參議員哈奇（Orrin Hatch）同日向民主黨發炮，斥責對方的方案未能有效削減開支，只是一味想大幅加稅。五十六名共和黨議員日前向奧巴馬聯名致信，認為即使未能達成協議，聯邦和地方政府在八月二日的限期後仍然會有錢用。

奧巴馬與共和黨的搏鬥亦影響到來年總統選舉的選情。雖然在短期內奧巴馬吃了共和黨不少苦頭，但分析指從長遠而言，可能會博得無黨派選民對他的支持。奧巴馬在演講中刻意拉攏民眾，並擺出願意為國家而妥協的姿態，就是為競選連任鋪路。

勢掀全球金融混亂
美國國會自一九一七年起設立國債上限制度，現時上限為十四萬二千九百億美元（約一百一十萬億港元），並已於五月中達到上限，財政部正採取臨時措施，維持聯邦政府償還國債利息等法定義務。然而財政部警告，假若國債上限未能及時在八月二日前提高，聯邦政府屆時將無錢可用，並面臨債務違約，勢將觸發全球金融市場大混亂，令美國再次陷入衰退。

作為美國最大債權國的中國，日前亦曾警告美國政府採取負責任措施，保障投資者利益。

They are going bankrupt now. They need to reduce spending and prepare for a drastic drop in living standards for years to come. Their mirage of a developed country is disappearing.

China is reducing their holdings of $US. But Japan's $1T foreign reserves is still mostly in $US. If The US debt collapse, Japan foreign reserves will be wiped out, while China will still have $2T foreign reserves.

but this Obama crap is the worst thing ever out of the American voting system.

US will not bankrupt, as long as they are the only superpower and US$ is the dominant currency. (China is still far from challenging that). so, all other countries will be the ones actually paying for US debt. oh well.
