Grandfather's original plan is to have 犯婦人 act as the shadow candidate to Rubbish Tang. CY Leung is not a popular candidate in Grandfather's eyes b/c of the conflicts he has / will get into with the HK super rich.
Yip-Lau's CV looks better than 犯婦人's since she has a rich background serving the government, AND lived through the direct election process. That last part is important because it gives her a direct voter support base. But Grandfather usually like to plan their moves well in advance, and Yip-Lau was originally looking to be the next-next candidate in grooming, not the immediate candidate. Dropping her into the mix right now seems odd for Grandfather to do, but I take that as a sign that the power struggle within the CCP to settle the personnel arrangements in the CCP power core is taking up all of their attention.

I wouldn't say it was a bet thing -- Rubbish Tong is part of Emperor Jiang's Shanghai Gang, so it was this affiliation that made put him into the natural position of succeeding the HKSAR CEO job. But now that Emperor Jiang is lying on his death bed and ready to call it quits when the Party gives out that permission for him to die, the power struggle is all messed up. Only 習總 and 克強's positions are finalized. The other 7 are still up for grabs, so all the sides are just too busy duking it out to pay any attention to HK.

Mad dog Wong yuck man is the best CEO for Hong Kong. He will solve all problems.
Anyway, Hong Kong is still way better than those near bankrupt western countries.
