上訪 is essentially a complain / protest system created by the PRC central government itself. The levels of government in China have a very rigid structure, starting at the village, town, city, county, province, etc. (exactly levels are kind of hard to translate into their English equivalents), and complains are supposed to be filed at the lowest levels of government first. But local officials will often ignore / refuse the recognize these claims b/c having complains will reflect badly on their performance in governing and chances of getting promoted. So 上訪 is supposed to allow an official channel to bypass the lower levels of government, and report the complains directly to higher levels of government.
The problem is, every level of government official think the same way -- having complains reflects badly on their future prospects, and in most cases, the involvement of the corruption is so widespread that the government can't really do anything at all to address the problem. So even though 上訪 is an official government system, all levels of government also spend money to 維穩. They intercept and stop the 上訪者 from complaining too much. And you see this kind of crack down happening a lot.
As I have said time and again -- there is no justice in Mainland China at all.
