For most law enforcement in the world, we all have to follow the guidelines such that information are presentable in the court. Without an exact headcount, we cannot provide a number by guesstimating the crowd. This guideline gives us an specific number of people in an defined area for any public events. For example in this case (15k people in one soccer field area).
Do keep in mind. This guideline are for ANY public events, ie seated with chairs, no chairs, or even people piggy back another person. This number of people per area is still the same.
