So piss about ICBC. Here is my case.
My mom's car (year 2003 Honda SUV) got broken into couple weeks ago at the Chinese mall parking and the rear glass was broken. Glass scattered all around inside the car. Reported to the police, then went to ICBC for estimation. The estimator said he cannot get inside the car due to the scattered glasses. So, he didn’t look at the inside and asked us to go to the auto-body shop to have the car fixed. Week later, our auto-body shop told us ICBC only approved to pay for the replacement glass, but not the scratches / cut on the leather (the leather box lid located between driver seat & front passenger seat). So, they cannot fix the scratches / cut. I called the ICBC estimator yesterday and made appointment this morning for review. This morning my mom and I went to the ICBC center, we were treated so badly. The attitude of the estimator is the worst I have ever seen and his judgment is not fair.
We are telling him the scratches were not there before, but he kept on saying he has 18 years experience, very professional and he knew the scratches / cut were caused by wear and tear. My mom and I were so pissed and told him my mom keeps her car very neat and there wasn’t any scratch / cut before. Then, he replied the car is 2003 model, how can you keep the car neat? Come on, why can’t we keep the car neat even it is 6 years old? He tried to look into other areas and found scratches on the inside of door frame and said, “See, here are scratches, how neat is your car? Again, this is caused by wear and tear from my professional experience.”
Then, I told him the thief broke the glass from behind and climbed over to the front to open up all the boxes, and therefore, the scratches were made by the thief. He argued the thief broke the glass from behind and he can just unlock the doors, why he needs to climb over to the front. Hey, how the damn do I know why he had to climb over, but not open the doors? And I told him, yes, you do have 18 years experience, but how can you sure you are not making mistake? He said he did made mistakes, but not this kind of mistakes. And his judgment is VERY professional. We told him we are not lying and we are honest, why can’t we treated fairly. And some other people lied and reported stuffs (laptop, camera) stolen, ICBC is willing to pay for their claims. This isn’t fair. He said: “yes, you can also do that.” Then, he said again, “Mamn, I am not going to keep on arguing with you folks on this matter, my judgment is correct and ICBC will not do anything more about this, the scratches were not covered, END OF CONVERSATION.” He even opened up the exit door and asked us to leave the center and then just returned to his office, never come out again. Even we are not satisfied, he just left us outside and hide in his stupid office. I saw him smile (鄙笑) with his other colleagues and his whole attitude is really bad.
My mom was so disappointed and she is a good driver / background, never report for a single accident for 15 years. Paying for 15 years insurance, but when something is happened, no insured. Honest people doesn’t treat fairly, next time, I will have to remember to report stuffs stolen (like other people did) after my car got broken into since he said “yes, you can also do that.” No wonder why some people that I knew reported for illness after car accident and got CAD $ 7000 compensation.
I am now searching for dispute. Do any of you have that similar kind of bad experience and any one try to dispute? Here are the websites that I found, and would like to try.
If you guys have similar experience, please tell me what I can do.
I know even we dispute, they must have something written down on their record / file and will cover up their own ass (官官相惠). They will not admit ICBC made wrong judgment. Even chance is little but I still want to try and speak up.作者: siumaibb 時間: 2008-5-7 09:29

Stupid estimator...maybe he thinks all Chinese are scammers...

Did you take any picture of the car after the accident? It's harder to judge because the adjuster didn't fully inspect the car and now your car is in the shop. (prob with replaced windows)作者: LOK 時間: 2008-5-7 09:44
I hate ICBC too. Even you dispute, I don't think you will win. I really hope that there is another insurance companies...

I didn't expect his attitude is that bad, so didn't record for the whole conversation. Even if I have picture taken after the incident, still cannot prove the scratches were made by the thief. No wonder last time, mr sk was so mad / pissed about finding witness for his accident. ICBC is sucks, full of discrimination.
I heard BC is the only province that auto insurance is running by the government. Other provinces, people have choice of choosing their own auto insurance company. No competition, no improvement. Even I hate ICBC so much, what else I can do? 無奈! 作者: ravemother 時間: 2008-5-7 10:05
ICBC becomes really unfair recently. they advertised themselves as a professional fair-play mediator but turn out that they won't do anything extra to settle the matter fairly. every case is 50/50, to save themselves money.

Take pictures when before the damages happen, not after!
It's more work than before if you want to make a valid claim.
I think now ICBC is not required to disclose their financial positions, i.e. they used to show the public their accounting statements but not anymore...so who knows how much they're making and how is the bonus given to the execs.

You can file a complaint and request another adjuster to your case. However, they all work for the same company, they will protect their own interest first.
I remember when I filed a dispute, I ended up a 70-30 split to 50-50.

break and enter is part of comprehesive coverage, which is part of the optional insurance. you can get optional coverages from private carriers such as CDI or family. you can buy online or call the call centre for CDI. family, i think you need to go to a broker that sells insurance from family.作者: nameless 時間: 2008-5-7 22:18

U should definitely file a complaint!

This is really un-usual of smashed rear door glass of a SUV flied over two seat to the leather box next to driver seat.
If I were you, I will agree with the estimator, when the estimator mentioned the "bad guy" openned the door and tried to open the box with wahtever tool that broke/scratched the leather box.
I do not think your challege to the estimator can reticfy your case but accerlate argue between both part. Report the result and do not guess everything, ask ICBC what do you get before the body shop to do anything.

your case was similar as mine before (around 6years ago). I got accident by hit and run and i reported to ICBC, the ICBC claimer keep saying this is our fault and didn't make by accident. ......
But nothing we can do, coz in BC only have ICBC has insurance plan to cover. I wish there has some independent insurance company against to ICBC. If do so... I will definitely be the 1st one to leave ICBC

The only way you will have a good experience with ICBC is if YOU are the bad person in the situation, since they are getting money from you one way or another, and it is all or mostly your fault. If you are the victim and claiming ICBC, obviously they'll treat you like dirt. they are that stupid.
I think it doesn't matter if you take photos before the accident. because ICBC can always argue that the scratches were made AFTER you took the photos, and you can never predict an accident waiting to happen. so either or, we (who don't work for ICBC) will can never win.作者: se7en 時間: 2008-5-14 16:12
