oh my goodness...the adults are egging the kid on too...they seem to encourage this kind of behavior. In north america, they may be arrested.

香港好多父母一樣是這樣教仔的喇﹐
無論做的是好或是壞﹐
總之老積的得意的就會鼓勵小孩子做﹐
以為響朋友面前好威﹐
使他們不懂得分是非﹐
看見這樣的父母真係好想告訴他們﹕
“唔識教唔該唔好生﹐
生黎害了他們﹐

this is so sad... I had seen kids (~5 - 6 years old)  squatting down with runny noses and smoking in villages in china when i toured there as a kid (i was like 11 or 10).. that scene was so shocking to me.
