3) COFFEE SHOP

I think I am pretty lucky with police force here.
We called VPD twice for a vandalism report. They came within a few minutes. And did a search in the neighbourhood.
Other encounters are with Bby RCMP, they were pretty fast to act after I called as well.

Be fair to the VPD / RCMP la. Think back to the Grant McMint (sp?) abduction case. Think back to a fairly recent case when the VPD rescued a Chinese international student from abduction again. Think back to the various drug bust and grow op close-downs they have done. They even recently busted some local Indian gangsters carrying guns in their cars.

Of course, they are not perfect. For the most part, they've been fairly powerless/useless in the recent string of gun violence. The Robert Dziekanski scandal is completely unacceptable, and the recent killing of Van Hubbard is unfortunate at best, and completely unacceptable again at worst.

Comparing them to the @(#$)@*# police in HK, at least the VPD and RCMP have not succumb so low to become the political weapons to suppress the opposition's voices.

For the current 搶擊案 between gangs, I think VPD was not prepared or grew with the same speed as the growth of the city itself. For a much bigger city as we are now, we need a lot more task forces, way better planning and better education system to keep crime rate down.

Gang war drains Vancouver Police budget
VANCOUVER (NEWS1130) - Round-the-clock surveillance, covert operations, and increased enforcement are taking a toll on the Vancouver Police Department and today City Council will hear from a police force strained by fighting gangs.

The V.P.D. spent nearly half of its $2-million criminal-investigation fund in the first two months of the year and Chief Constable Jim Chu says the unprecedented level of gang violence and the need to respond means the fund will be significantly over-budget by the end of the year.

Chu says the plan to target the most violent gang members is working as Project Rebellion has resulted in over 120 charges.

i agree that we need to fair to the police as well.  they have good & bad people.
the recent homeless killing case, we don't know the whole story yet, some info is from the homeless daughter, who was not on the site.

No one will know the truth of every incident.
No one will stand up and do the right thing to tell the truth,
No one, you see even the sinking of the BC ferry Northern Queen,
Those accused still shut their mouth.
They all know they have done wrong but no guts to admit it.

Even most of them give me very bad impression too, but to be more objective, 好事不出門,壞事傳千里 la.
We might not see their good work often, but bad things always being magnified. Moreover, maybe the media don't like them at all too, they tend to report bad things only. Haha...

media, they like exclusive, no matter it is good or bad.

someone had talked about the ferry case, i believe he was the senior officer on the ferry.   of course no one really knows the truth of every incident.  but at least we should hear both sides of the story before making judgment.

media like to report bad thing, since people like to know ma.  just like the "shinning cards" case.  even newspaper owner said they will able to sell more when there are  bad thing happened.

I quite agree with Cloth Bear's opinion that the police force in Metro Vancouver are suffering from an inadequacy in funding to properly expand their forces. Thinking back, I always remember what the previous police chiefs say about how super difficult it was to expand the VPD. The city's population is growing -- that much is clear. But I can't seem to remember the last time when VPD hired more than 100 person in a given year, and I don't know any figures for the new recruits in other municipalities. How can that keep up with the pace of the city's growth?

The amount of stuff to be done is beyond their means -- so where do you prioritize all these different tasks? Something's gotta give. If they cut back on traffic cops, you get street racing and go into an even bigger budget shortfall. If you cut back on grow op busts, you get all sorts of grow-op related crimes. If you cut back on counter attacks, you get D&D. If you cut back on gang-related units, you get the crime we have now.

I know the police force is not perfect, and I am totally willing to cut them some slack on small stuff. But when things like Robert Dizanski and van Hubbard comes up, that becomes unacceptable.

I always see 4 cop cars parked in front of Tim Hortons, I think it is allocation problem more than lack of people......

not enough people -> work ot  -> paid more -> no budget for new stuffs, it is just an cycle.  if they have enough stuffs, no ot problem la.
paper work is part of their job wor, they are the one in the scene, they should be the one who write the report ma.

I really don't think the false/innocent killings and gangster gun shootings matters are due to shortage of man power.

Are police officers overpaid? I think a newbie starts off at around $45k, and it isn't too difficult to move up to the $70k+ for most cops after 5 years or so. Given the potential risks they face on a daily basis, I certainly wouldn't think they are overpaid.

Ultraman

Part of the problem is a lack of funding. A lack of funding results in both a shortage of manpower and perhaps more importantly, a lack of proper training and re-training of the officers. IIRC, the officer that tasered and killed Dizanski has only been with the force for 3 years, and the officier that shot and killed van Hubbard only has 5 years of experience. Given their time in the police force, I'm sure they have seen and dealt with way more rough and tough incidents that us normal people have seen in a lifetime. However, I am really not sure if 5 years' worth of experience is enough. In their previous 5 years, how often did they have to face intense situations where they had to pull out their guns? If you've only done it a handful of times, you are bound to be tense because having the gun pulled out escalates the level of intensity to a whole new level. And when you are tense, you make mistakes.

Are these mistakes forgivable? Absolutely not (even though they are understandable). Short of having actual experience, the second best method to build this experience is through training and re-training. But the local detachments do not have the resources to do that.

If you think they are new with less experience and cannot make the right move in the nick of time. Partner with a senior, learn from their experience. In the academy, I don't think they just teach you how to fire a gun. They should teach in what circumstance you should fire your gun. You have already have a bullet-proof vest, what else you will scare of? You panic because you are heavily equipped and refrain you from running away?

D common sense?

佢地係 lack of discipline.

lack of manpower?  ridiculous.

Full of BS.

The government has it's own priority set of fundings in different areas. In other words, it doesn't think provides cop training is a high priority or important issue.

go to Richmond No2 and William, there is a abandoned sch, you can find RCMP trainning there.
Anti-terrorist trainning.

就算no funding,
