I hired Mindy from Lovely Wedding Studio.  $250 for hair and make up and re-touch.  I am a very fussy person and I've got to say that I am really impressed with her service.  Absolutely no complain.

Here is her website, she does photo packages but I didn't go with that.  I just got make up and hair from her, and rented a Qwa.  My Maid of Honour's make up was absolutely gorgeous too.  You can do a hair & make up trial for $100, which I did as well.

I had mindy too and she did a very good job.  She did an excellent job on my maid of honour too.   She is also quite nice, not the calculative type.
