If I am part of them, I wouldn't mind it. It's only like 3K US, which really isn't alot of money. I think the 居民 is doing the right thing, and shouldn't give up. If they end up needing extra funding, I may even donate...! I used to live there, and I have been reading abit about this, and I feel very sad about this too...!
