I know a few people working in different IT firms in Vancouver. They outsource the coding to India and they just working on design and core part programming (they want to keep the trade secret within the company here).

However, none of them was please with the quality returned. They have to hire people to examine and fix the codes returned from India. Even though they are frustrated, they are still using India for its low cost labour and being able to communicate in English.

BTW, some did explore the opportunities to try China. They were please with the coding quality since Chinese programmers are able to follow the instruction better. But, communication is still a problem.
