I used to work in the airport doing baggage service with airlines and customs at arrivals.
Single oversea traveler carry two full load (specially over-weighted) luggages is always a red flag.

Majority of them will get search.
Fail to explain( without a decent answer) and uncooperative attitude will get deported for sure.

It happens in the airport every week.  

From what i see here, too many clothes, and for sure not for herself, need to declare in the custom declaration card.

I have a feeling that she lied to customs. about the clothing is for herself use at the begining.
Lie to customs when they already suspect your intention, will get a bigger penalty then telling the truth.

Tell the truth, you pay taxes and you enter.
Tell lies (or fail to comply correctly), you violated the customs law, and you get deported.

Trust me, the customs knows very well about asian culture about bringing things around.

if you in the carousel area everyday, you will see many asian has been tag to have "special clearance" just because they have over amount of luggage.

Yes That's ture, really ture.

a year ago, My gf and I went crazy shopping in the states. My gf reported $1000+ of clothes (mine is $900+) and voluntary hand in the detail item list and value to the officer (before the automated custom check-in begins), we expected to be taxed. But at last honesty get us thru without any trouble.

Totally deserve being deport. We don't like liars here.

Color people violated the law; get penalized and complaint of being discriminated.
Is it really discrimination? NO

People who felt being discriminated are the one who really discriminate others.
