like women and children to both the hostage taker and the police and govn't.

not making any sense to me. they all should be grouped together or to be guard together with just one glance.

I think the ex-police hostage taker are not trained as well.
the best hostage taking scenario by solo gunman on a bus is hostages stand against window face the closed curtain; luggage at the E-exit and the front door isle; and one person at the front of the isle and one at the back of the isle; ruin all the lights except one above him.

綁架頻生 兵賊難分

前警官突然發狂，以大屠殺方式發洩個人不滿，但其實菲律賓近年的治安一直欠佳，有菲國華僑特別提醒旅客，前往當地旅行必須提高警愓。

家住馬尼拉的華僑張先生表示，菲律賓失業率一向嚴重，去年底更接近百分之十，不足四千萬的勞動人口中，每十人便有一人失業，令當地治安不斷惡化。

他續說：「菲律賓非法槍械問題一向嚴重，政府估計全國有約二百萬支手槍及長槍，每年的罪案有約七成涉及槍械，導致逾千人死亡。」

搵食艱難兼槍械易得，不少亡命之徒便向富裕的華人及外國商人落手，○九年的綁架案便多達一百三十八宗，許多華僑子弟慘變肉參。

「我住的馬卡迪區因有較多華僑，故大家夾錢請來持槍保安員把守住宅區，任何車輛都要接受搜查才可進入，我們駕車外出也會帶備自動手槍傍身。」張說。

治安本已不靖，警力又嚴重不足，令情況雪上加霜。

人口逾九千萬的菲律賓，全國警員只得十三萬人，七百人才有一個警察，以致影響打擊罪案的能力，加上新入職警員月薪僅得港幣一千六百元，在無法高薪養廉下，容易衍生以權謀私的行為，卒至「兵賊難分」。

張先生指出：「以處理交通問題為例，警察遇到駕駛者違犯交通條例或行人亂過馬路，都會向當事人索取比法定罰款為低的金錢，中飽私囊。」

10:30am           康泰旅行社接獲領隊長途電話通知，他所帶的二十人旅行團，在馬尼拉國父黎剎紀念公園，被一名穿軍服的槍手衝上旅遊巴挾持。
11:00am         一名六十六歲老婦因腹痛要上洗手間，與一名導遊首先獲得釋放，換上兩名在公園為遊客拍照的當地攝影師作人質。
12:30pm         槍手釋放來自兩個家庭的三名小童及其中兩名的母親。
1:15pm         有人員一度站在旅遊巴近門口位置，與手持M16步槍的槍手對話。
1:30pm         槍手釋放一名患有糖尿病的七十二歲老伯李奕彪。
2:00pm         槍手釋放一名攝影師。
2:30pm         槍手在旅遊巴車頭玻璃貼出告示，警告下午三時開始將有大事發生。
2:45pm         槍手張貼「deadlock」（僵局）及「media now」（要求見傳媒）告示。
4:30pm         槍手再釋放另一名攝影師。
7:25pm         旅遊巴突然移動，未幾傳出六下槍聲，車輛再度停下。
7:29pm         被槍手以手銬鎖在軚盤的旅遊巴司機，成功掙脫逃出，並聲稱車內所有人質已經死亡。
7:37pm         大批警員包圍旅遊巴，企圖以鐵鎚敲破車頭、車門及車尾的玻璃攻入車內，但未能成功。
7:40pm         車內突然傳出幾下槍聲。
8:09pm         警方以麻繩綁緊旅遊巴車門，另一端則繫在駛近的拖車，試圖強行扯開車門，但不成功。
8:13pm         警方終於開啟車尾太平門，部分警員手持槍械及盾牌進入車廂，不久又急速撤退。
8:23pm         槍手以M16步槍從車廂內向車外連環掃射。
8:40pm         現場再次傳出槍聲，旅遊巴車廂冒煙。
8:42pm         槍手被殺，掛屍於旅遊巴車門。
8:45pm         警方確認槍手死亡，展開拯救人質行動，惟部分人送院後證實不治。
9:15pm         15名人質全被救出，但送院後其中8人證實死亡，另1人重傷危殆，6人輕傷。

Sniper may not have missed they more likely not having a green light at the time.
even so the ex-cop seems know the sniper is for going to take him out as he shows up..
