is it legal to import dairy products?

Saw this in the japan-guide forum:

I would like to purchase Pigeon Baby products & Meiji Baby Formula. Do you know any website that they would ship international? Please advice. Thanks

There's an online shopping site for overseas Japanese. But shipping cost is not negligible. For example, when you send 10 baby formula (980g/each/2630yen) to the USA, shipping cost will be about 10,000 yen for sea mail and 20,000 yen for air mail.
