i am not an expert but most breeder only breed one kind of dog. Every breed of dog has different requirement and behaviour. And it's normal that you need to contact and reserved your puppy with a breeder even before the mommy dog started to bear babies.
The "condition" you talked about prob is just sanitary condition of the "factory".

yes. ppl who can't even afford to pay for their puppy shouldn't get one cos the payment of the puppy is just a SMALL amount of the total $ sum. The vet bill/pet insurance and the food..etc is a lot more than the cost.
YES. Both of my family dogs were from breeders. And btw, from the news article, that pet store owner said the average price of his puppies is $1500. I have never seen pet store selling puppies for $300.
