I agree with CP that it seems strange that HK parents aren't too willing to give their kids (NOT babies) fresh milk. Parents here, I think generally transit their kid out from formula into milk plus solid food around 8 - 12 months. (slowly)
May be it's harder to get fresh milk from reliable source?

I did some googling and found that local fresh dairy cows are very limited in HK. (e.g. Trappist Dairy) And others are either local brand but sourced from China or extra pasteurized processed milk from further away (Australia) but they are not called "fresh milk" in HK.
I read somewhere that some will pay a lot to get Organic fresh milk from US. (small batches import by air).
So that explains why parents prefer formula in HK. It's from trusted source.
From watching a little bit of TV during my trips to HK, I found out that formulas are highly advertised in HK. They are like miracle  food for your kid to grow up fast, be smart, develop good career and poo.
