If the librarian/staff didn't carry out his/her supposed duty, can we file a complaint to their supervisor or related dept?

No la, it's not only forbidding "them" but every race ar mah. If "they" feel "air doesn't flow smooth in their throat", may I quote Mr. T's most favorite slogan: "This is Canada, go back to Mainland China la!"

Seriously, go to the staff and ask him/her directly, whether loud speaking/playing is allowed in the library, including himself/herself, ask him/her for his/her supervisor's contact email and phone no.

I don't think a language would make a difference. No matter what language, talking in an unreasonably loud voice in any language (even English in Vancouver, Chinese in China, French in France...) in a library, opera, or Court is unacceptable. Doesn't it?
