Hong Kong's justice system is very good and fully functioning, much better than Canada system and most of other places.

Go to UK, Spain, Italy, India, and Greece there are  lots of corruption.

Greece, the source of democratic system and western civilization, shows you that corruption is a result of democracy, among many factors.
