Do you guys have Annoying/Stupid Neighbour? Neighbour, Annoying, Stupid, guys

i'm living this area, a neighbour hangs a plate near a post at the balcony
everytime the wind blows, the plate hits the post producing a noise which i can hear when i closed my window

now, its summer time, and windows are opened for cool air,
however, with the noise i cannot resist, i really have no idea how to get in sleep
this happened for a period of time

i also get health care workers talking to the owner who hangs the plate(more than 5 times)
it's still no use......is there anytime i can do
i need some help here. i love this area, because it has a grocery store close by, 7-11 and resturants

the owner would think of me....

i don't think the owner would help me doing this
and when i see the owner, he ignored us......he doesn't want to talk to us anymore....

i'm not living in townhouses,
i live in residental houses.......

i searched my neigbour's phone number and write a complain to coastal health buidling
and i put my complain about it, i didn't state i did this, i only state that ppl in this area complain about the plate
should i write a letter the owner?
the plate is still on. that plate is aluminium foil plate for baking

i did it once, they ignore me
the conversation is that the worker told me to complain to the that owner everyday
and i don' t think that work. the owner can police to complain that i go to his house to complain useless things
i do wnat to see this happen
