The thing is that, if rules are not enforced, there's no need for rules. Although we should let this case slip, but once people see that you can do this, they will start abusing it and things will go out of control. Just blame the selfishness of humans. It's not a bad thing to not be born.

It's not about $40,000. Being able to pay $40,000 just shows that you have the ability to raise the kid. Basically the country doesn't want to shoulder the responsibility of raising a child.

That just means that without the rule people wouldn't have used protection and another 400 mil would be born. Don't twist the logic. One child policy is the most correct thing China has done in the past 40 years.
