I hope your are NOT talking particularly on this case.  This isn't a usual prostitution case.  Please read what he plead guilty to, and all related to under-age girls.

I could agree that age is arbitrary to define the boundary.  But law has to, and already defined, what under-age is.  The man knew exactly he broke the law and now being punished, I wouldn't put any sympathy at all.

These girls are just sad.  I don't know whether to call them mature or immature at their 15.

I consider they need certain protection by law.  Maybe 連個女仔都有罪 could be a way to cover this "business", I donno.

if you are going to do it, you can get more money when you are at 14 compared to when you are 18.

That's base on the assumption she isn't going to change her mind within that 4 years.

She lost her cellphone at 15 and willing to do the trade, doesn't imply when she lost her cellphone again at 18 and willing to do the trade.  People do grows up, few don't I agree.
