無錢保養 鳥巢收歸國有

【明報專訊】北京市為舉辦運斥鉅資新建改建各類場館30多個,其中作為京開幕及閉幕式的主場館「鳥巢」在奧運後的用途備受關注。在京兩年後,由於難以籌措每年7000萬元人民幣的維護經費,而且運作成本過高,「用一場賠一場」,目前鳥巢的經營權已由「民營」轉為「國營」,由政府直接接管,旅遊仍是主營業務,將陸續開闢多種旅遊產品。

「鳥巢太大了,如果舉辦小型演唱會、比賽,幾千人的觀規模,坐進去幾乎看不出來。」談到奧運後的多種經營,國家體育場有限責任公司副總經理楊城表示,這正是鳥巢無法引進中超等足球賽事以及演唱會等收益項目的原因之一。

年耗7000萬維護費

旅遊目前仍是鳥巢的主營業務,楊城說,鳥巢將陸續開闢多種旅遊產品,比如正在試業的主題餐廳、大型聲光電駐場演出等。不過,鳥巢通過這些旅遊活動,仍難以維持昂貴的維護費用。而中信集團旗下的北京國安隊曾打算入主「鳥巢」,征戰2009年的中超聯賽和亞冠聯賽,但運營成本過高和賽事影響力不夠的雙重壓力使這個計劃最終擱置。

「鳥巢一年的維護費用是7000萬,只要啟動基礎成本就是70萬,需要一百多名工人工作,這樣的成本如果賣不出5萬張門票根本就沒有收益,用一場賠一場,以現在的足球環境,肯定支撐不起來。」負責營運的中信集團工作人員透露,「而且鳥巢的配套設施還沒有完善,如果球隊進駐最少還要花個兩三億進行改造,這個成本也不好回收。」

目前,鳥巢的經營權已由「民營」轉為「國營」,鳥巢由政府直接接管。擁有鳥巢30年經營權的中信聯合體負責人表示,此舉能夠看出政府的良苦用心,政府接管,給予了鳥巢很多政策上的優惠,企業經營壓力被分擔,有利鳥巢向公益性回歸。改制後,鳥巢陸續推出國際的賽車比賽和冰雪節日等活動。

Do you know what the difference is between high utilization and collecting dust? It's true that for the stadium alone, it is running with a multi-million deficit, but when you factor in the collective economy benefits that BC Place generates for the local economy, the loss is insignificant compared to the economic benefits.

So who's BS-ing without a brain here, and who is making himself look stupid la?

BC Place is busy with over 200 event days per year and contributes over $40 million per year in economic benefits to the Province of British Columbia, but it operates at a loss of more than $4 million a year ($10 million in earning and more than $14 million in expenses), not including $2.3 million for amortization. It hosts the Province's largest trade and consumer shows, community events and motorsports
