I don't see the need to associate the incident with whether they are Chinese immigrants or not at all. In fact, if you read the news article again, at no point in the reporting did they even mention anything about the ethnicity of the drivers. The key points were:
1) street racing
2) high end super cars
3) young drivers
4) with N licences
Not that they were Chinese immigrant kids. They all add up to a lethal combination because:
1) street racing is dangerous and a safety hazard to the public
2) high end super cars can attain dangerous speeds very quickly, and generally speaking, the more power a car has, the more potential damage that can result in
3) young drivers tend to be more impulsive and aggressive
4) N licences, esp when coupled with the young drivers' age, generally means they have limited driving experience, skills, and road sense
