I  agree with you on this, apparently the best Char Chan Tang is
in Shanghai, very decent. The CCT in Metro Vancouver, no thanks

Escargot was good, the owner used to be 5 Star Hotel chef in TW,
so it cannot be classified as Cha Chan Tang

It is so difficult to run a High End HK Style restaurant in Vancouver,
customer always want steak and lobster which has a very low profit
margin, no alcoholic drink and very little tip.
Sell a decent  3 courses steak dinner, all inclusive for under $20 is
very difficult, with a live lobster for $10 extra would bring in nothing.
You go to Kegs for 1.5 lb boiled lobster cost you $20, and they would
make profit on salad, appetizer , desserts and wine, which is not
likely happen in Cha Chan Tangs. And, the chefs at CCT ask for $4,000
to $5,000 with 50% under table.

Not just that, the restaurants just cannot afford to hire 2-3 chefs proficient in each
category.
Dr. JJ used to boast about his prime steaks, now he concentrates on the
more general and profitable Chinese dishes.
If you have 3 chefs, who would be in charge? how they distribute the resources?
it is a complicate issue
