IMO,

Talk to the cafe manager.  tell him/her if they don't re-enforce the no-smoking act then you will report the cafe to the Enforcement officers.  The cafe will be fined.  Tell the manager you have evidence and logs to prove that they are not enforcing the law.

It's the cafe manager's and the enforcement officer's job, not yours.

How is the law being enforced?

Tobacco laws are enforced by persons appointed as enforcement officers under the Tobacco Control Act. These persons are employed by local health authorities.

you shouldn't take video of them if you want to be free from legal or personal trouble in the future.  you can either:

a) inform the manager as I suggested before
b) inform Benz Head Office that this particular store fails to enforce the law
c) inform the health authorities and let the enforcement officers to deal with it.

IMO B) and C) will get you the results.  a) will potentially get the Benz cafe manager to be upset with you.

either way it has nothing to do with RCMP.

if you just want to avoid trouble, just do c).  Blenz coffee will never figure out who reported it.
