bin tai people have been existing since there is history for human, not just now.
we found more and more bin tai people nowadays becos of the well-developed media that we have right now

Also, if this happens in a rural village or happened couple centuries ago, and the guy is an otherwise great and respected man, the girl and the parents of the little girl may find this underage relationship to be something glorious to the family instead.

Bin tai or not depends on the time and place, and certainly not because more happen "now".
