The 2 concerns are that

1. The Philippines looks to be plain incompetent. Even if they up to their best game, they won't be able to protect you.
2. There might be local Chinese hatred sentiment boiling even stronger than before, so it might make things worse than before, esp when the authorities are as corrupt and incompetent as they are.

For a non-Chinese, it's probably the best time to go if one must go sooner or later. For a Chinese, I don't think the safety factor is any better now than before, probably worse.
