for the dryer, there is a 30A on 5&7, (there is a BIG plug for dryer)

for washer, there is a 15A on 19 (there should be a 110v socket --very near to the BIG plug)
and share 17 for light and plug (i think it is lights and plugs in same area)
with 1 breaker, if any problem, it will switch off all power to that area. (it is nothing to do with dryer).

the black is +110v.
the red wire is -110V,
in this circuit, washer (black) with the white wire will form 110v.
for light and plug (red) with the white wire will form 110v too.

see the heat on 5 & 7, it is black and white, on a 220 breaker, it formed 220v. (same as your range)

it looks good to me.  simply plug the washer to the 110V standard socket., and the dryer to the 220 to the BIG round socket.

it is no need to split two breakers,
i will keep it like that and use it.

NO, when there is RED and WHITE.
the WHITE is 0v and RED is -110v.

it still form 110v different.

but in that circuit, WHITE is live and RED is neutral/return. (thats y they use RED to id it)

other lights and plugs in left hand side of the breaker box use same method.

it is normal.
