人頭戶 means "for name only"...
in Taiwan, you can open a bank account for anyone in your family....so what Ah Bian is saying is that his wife, used his name, his son's and his daughter's name to open accounts for her money-loitering scams and that they had no idea they had these accounts

so..they are all blaming the mom and wife for opening these bank accounts under their name in which they had no access to so their mom could transfer money in and out of taiwan
