The newer dryer usually run on 240V (4-prong). I bet your townhouse only have a 120V (3-prong) outlet, and your non-licenced home renovator just connect your 240V dryer to 120V outlet. So, your dryer does not have enough power to run and it takes forever to dry your load.

This is just my guess. I would suggest you to hire a licensed electrician to have a look at it. If your dryer is really run on 240V, and your townhouse has no 240V outlet, the only person who can help you is a licensed electrician.
