i would call the police
cus eat & not pay = stealing
and as i say la, it's not like she's short $1.30 wor....she has ZERO money in her pocket.

i think the solution is very simple. stealing ---> call police
police will check ID, have power to escort her to police station/or the 阿婆's home to find $ to pay back.

it's not the amount of the value of goods that's the matter. the fact is, eat without pay is stealing.
