Most of the foreclosure sales owner would have a kind of hate feeling inside. He will make some unseen damage to the unit. Like put some thing into the toilet to block the sewer, damage the wall, appliances. So better check it carefully before make the offer. Or set a side some money for repairing.

licensed home inspector won't do much since the court will allow sale without written conditions and the house is sold in as-is condition.

In any general situation, the inspection purpose is only a "for your own reference" thing. You can have a chance to say yes or no after the inspection done, of course the seller have no obligation to make any improvement.

Yes. But the purpose is to have 心理準備 for what you're going to repair if you decide to go ahead; or you can turn away if you think it's too troublesome. It's always better to get an idea for how much you need to fix before you realize the problem after you bought the home, cuz you might not able to afford or not willing to spend money to fix the problem. There are many other choices out there on the market.
