One trick to check is to get Ubuntu burned onto a CD-Rom or similar, boot it up on your lapotp and then try it on Ubuntu. If it works, then some other things maybe wrong; if the same set of keys no worky in Ubuntu, you then know for sure it's your KB at fault.
Replacement KB, sometimes brand new OE can be had on EPrey.

Most Dell keyboard is actually very easy to replace. And like Satil said, there are quite a lot of resource online. For the Latitude, it's $40 or less I think.
If you give me the model number, I can find the part number to look it up on eBay.
If the row of keys not working, more than likely it has been spilled. For most keyboard on laptop, except Sony and Apple, they are relatively easy to replace.
LOL I Just brought a white external keyboard from China... it said logitech but I m not sure HAHAHA... is it real or not... but I m happy with it now... LOL it came with a WHITE mouse 2... hahaha
well when I go out... I just use the rearrange my keyboard software LOL
but of cuz not convenient but still can bear gei... LOL
