people have different perspectives, so it's not wrong to think that way, maybe Mr. Tsang got sick of his job. Anyhow, he shouldn't say something like that in the public, although he thinks that way.
There is nothing wrong for him think this way because of his job sucks.
But he really shouldn't say it out, especially there are many mad dogs out there waiting for every single chance to bark. He is not politically smart, but he never was.
So his job sucks. Whoopeedoo~ Most people's jobs suck. At least he's getting paid major big bucks for it, and he has the opportunity to bask in the limelight to show off his best front. But he has to screw up at every single chance he has with the public, so a major part of the crappiness he has to put up with is brought on by himself.

You're not him so you can't really say how it feels like being him. Actually he doesn't get paid big bucks for his qualifications; any mutual fund manager or an exec of larger corp probably gets way more than he does and he has to take all the crap from EVERYONE in HK and China, has to look and talk the best EVERY time he sees the public. The worse part is that he has to do this 24/7. Yes, most people's jobs suck, but they probably don't suck as bad as his.
