Any good place in Victoria for family picture ?

I plan to bring my family members (7 adults) to Victoria for day trip and family picture shooting.  
Butchart Garden is good but notworthly to pay $28 each entrance fee for less than 2.5 hours stay. We have another family gathering in downtown Victoria.   Othert than BG, is there any free but quite park/garden/location that's good for family picture betwen Swartz Bay and downtown Victoria ?

Beacon Hill park has a animal farm with entrance fee by donation, also has a nice flower garden

Songhees Road, it's a street across the water from the harbour, great panoramic view of the harbour

Mt. Douglas Park, follow Churchill Drive up the mountain, then walk up the short path and you reach the highest point in Victoria city, you can basically see everything 360 degree around here

Beach Drive/Dallas Road, streets along the coast with great scene and monster houses. Can even see the cities in the US on sunny day.

UVic has a garden that's free of charge too, altho UVic campus is full of new buildings now, not as pretty as before anymore.
