It has happened to me once. The drive did not have the insurance paper with her. I just copied the license plate number, the driver's license info, car model & make, etc. ICBC had no question about that. But not sure if it is OK if the driver does not show you the driver's license or any ID at all. Maybe take a picture of him/her.
I'm thinking what's the "purpose" of having the information on the insurance paper? I have reported claims with the information on the drivers' license, the plate number and the usual information. I didn't ask for the insurance paper. ICBC was ok with that.
Are we supposed to have valid insurance paper on the vehicle at all time when we drive. If that woman did not have her insurance apper, then who knows if she was covered by ICBC ?
I would definitely inform the police that she could not procude any insurance paper and request officer attendance asap ......... i am sorry to hear about your case =(
