政團最後衝刺施壓逼派糖
財爺網誌預告：為保民生須「干預」2011年02月21日

【本報訊】財政司司長曾俊華本周三公佈新一年度預算案前夕，多個政團紛紛到政府總部請願，要求庫房嚴重水浸下派糖「洩洪」，紓解民困，不能在市民高通脹生活壓力下做「孤寒財主」。曾俊華則在網誌撰文預告，市場未盡完美時，政府必須作出干預，保障市民生活。　記者：許偉賢

政府總部示威人潮昨天川流不息，工聯會、民建聯、人民力量及基層民生聯席等不同政團先後拉隊到場請願，要求曾俊華在即將發表的預算案提出具體措施紓解民困。「紓困扶貧，派米派糖」，約 30名工聯會成員要求當局在庫房水浸下開倉「洩洪」，身兼立法會議員的黃國健警告政府在財政儲備充足下若不推出具體紓困措施，會惹起市民不滿。  

財政盈餘料 800億

民建聯則要求當局更加照顧中產人士需要，例如盡力協助中產置業上車。人民力量認為當局應直接向全港市民每人派發一萬元現金紓困，主席麥業成強調「政府每人派一萬蚊嘅抗通脹金，先至令市民真正受惠」。

自由黨本月中訪問逾千名市民，逾八成受訪者認為政府財政儲備過多，應該還富於民，逾六成受訪者則支持當局調低薪俸稅，紓緩中產人士壓力。主席劉健儀估計特區本年度的財政盈餘高達 800億，認為政府庫房大水浸，應該全民大分紅，與市民分享經濟成果，切忌做孤寒財主。民主黨副主席單仲偕亦指政府的財政儲備已經高達 6,000億，應該投放更多資源改善民生，批評當局只顧「做靚盤數」是不負責任的行為。

提出「大社會」概念曾俊華昨天在網站撰文，未有透露預算案內容，卻意有所指地稱，奉行「大市場、小政府」模式之時，一旦市場未盡完美，政府就必須作出「干預」，才可保障市民生活。他強調此說非「革命性」說法，例如香港過往大量投資在教育、房屋、基建和社會民生福利等，都是明顯干預純市場的運作，以補充市場之不足，強調當局會在市場與干預其中取得適當平衡，以免扼殺經濟活力及社會創新能力。

曾俊華又指在政府與市場之間其實有一個相當活躍的「大社會」，暗示當局可以和民間組織一起解決問題，並希望商界更好地履行社會責任，共同推動關懷社會。

需要指出嘅係，早兩年毓民、大舊、毛哥、蕭若元等人早已經指出過呢個庫房水浸嘅問題，而蕭生更自己um荷包來登全版廣告去譴責特衰政府。而無記錯嘅話，當時蕭生係要求特衰政府每人派＄5000，而我亦有響呢處 post 過佢地當時個聲明。

當然，當時嘅幾個五毛仔亦一如所料咁出言反駁。但事實勝於雄辯，好明顯睇得出邊啲人係先知先覺，而邊啲係走狗。

You should STFU and learn some finances.
The Canadian public debt is getting bigger. You can't deny that. Their finances are getting worse.
Hong kong government has the money while Canada does not.

Now is closing to election time, all different political parties are just want to 討好 voters and asking the government to 派錢 is the easiest way to buy votes.

I would rather to see the government have a sustainable plan and funding to help the needed and poor and bring up their living standard in a long run. Such as easing their burdens on housing, transportation and education. More support for retraining and finding jobs. It is a responsible government would do if they want to use their surplus in a responsible way to help the needed instead of buying votes.

Giving out money is just one-off deal and it won't have any effect to the families and society in a long run.
