Granted if your garage floor (where the lowest portion of the garage door wooden panel meets is "bowed" due to shifting of ground (common in our areas), provided that your garage door panel is true (straight), then the only think you can do is either (a) buy a new door seal/strip to see if it helps seal out that little bit of irregularity.
(b) get some leveling compound (mortar/portland cement) and build a dam specifically for the sake of proper garage door sealing only. It would require a bit more elaborate work and also regular checking afterwards (every year or 2) for if the bowing of the center of the garage floor is caused by shifting underneath, it will only get worsen and not better (which may lead to cracking of that dam after a couple of years).
(c) get a plane and simply shave the center (high spot) of the lowest door panel edge where it meets the floor) to accommodate the irregularity. Again: it may become worse as time goes by.
(d) most elaborate work is to call someone to dig out the old concrete floor and re-pave with fresh new concrete again, paying extra attention RE: adding re-bar into the floor. This would structually strengthen the concrete floor protecting it from future development of cracks and unevenness due to shifting.
As for garage door uneven-ness (one side lower than the other), you will have to call a garage door serviceman to help adjust it (*sorry*)
